Federal Accountability & Cost Tracking (F.A.C.T.)

Objective:

To establish a dedicated, structured oversight body responsible for systematically auditing, modernizing, and improving government efficiency. This entity will identify waste, recommend budget reallocations, eliminate redundant processes, and ensure transparency in federal spending.

While we believe in tackling the biggest inefficiencies with the most impactful economic effects, we also recognize the importance of maintaining a lean, streamlined government that avoids unnecessary bloat. Government should be big enough to serve the people but efficient enough to not be wasteful. There is real opportunity to shake out the loose change—to refine operations, eliminate redundancies, and implement smarter, cost-saving practices at every level. We believe there is an efficient way to be efficient, ensuring that every taxpayer dollar is spent with intention and accountability.

Core Mission:

  1. Develop a method to swiftly audit any federal agency within weeks or months, eliminating the years-long bureaucratic delays currently in place.
  2. Establish an automated, standardized financial tracking system that provides real-time spending oversight.
  3. Ensure that identified budget cuts and efficiency recommendations do not take effect until the following fiscal year, allowing departments time to prepare and transition staff.
  4. Reallocate redundant positions under the new oversight body, prioritizing efficiency training and modernization rather than mass layoffs.
  5. Enforce public transparency in spending, ensuring all government procurement follows fair-market value pricing.

Structure & Functionality:

  • Annual Efficiency Audits: Every federal agency will undergo a structured review to identify inefficiencies, redundant processes, and outdated technologies. Audits will be systematic, non-partisan, and data-driven.
  • Data-Driven Spending Oversight: A centralized system will track government expenditures, flagging inconsistencies, overpricing, or misallocation of funds in real time.
  • Reallocation, Not Just Cuts: Savings from efficiency improvements will be reinvested into operational streamlining and funding the oversight body itself, ensuring it remains self-sufficient.
  • Proactive, Not Reactive: Unlike traditional oversight agencies that focus on reviewing waste after the fact, this department will work to prevent waste before it happens by integrating AI-driven tracking and oversight.

Procurement Reform Initiative:

  • Establish a Government Pricing Index (GPI) to track the fair market value of commonly procured goods and services.
  • Implement an automatic flagging system for purchases that exceed a standard pricing threshold, requiring additional approval and justification.
  • Create a fully searchable public spending database that allows taxpayers to track government purchases and contracts over a set threshold ($10,000+).
  • Introduce AI-driven contract monitoring to flag potential fraud, waste, or price gouging.

Accountability & Safeguards:

  • The oversight body does not control federal budgets directly; instead, it submits efficiency recommendations to Congress and agency leadership for approval.
  • All efficiency recommendations are made publicly available to ensure transparency and prevent political manipulation.
  • Congress remains responsible for approving any department restructuring or spending reallocations, ensuring democratic oversight.
  • Agencies will have a full fiscal year to implement approved recommendations, ensuring a smooth transition for affected personnel.

Long-Term Goals:

  • Develop an automated, streamlined audit system that significantly reduces the time and cost required to assess government efficiency.
  • Implement AI-driven spending analysis to detect waste and excessive pricing automatically.
  • Standardize government financial systems across all agencies, eliminating redundant administrative functions.
  • Reduce the overall cost of government operations by optimizing personnel, modernizing infrastructure, and leveraging technology to automate outdated processes.

Conclusion:

The F.A.C.T. initiative is designed to fundamentally reshape the way government tracks and improves efficiency. This policy is not about blind budget cuts; it’s about making government work better while saving taxpayer dollars. By eliminating inefficiencies, reducing redundant spending, and holding agencies accountable, this initiative ensures that every dollar spent is necessary, justified, and beneficial to the American people.
