Strategic Defense Budget Act

For decades, America has been a global leader, with military strength at the core of our national defense. But being strong doesn’t mean being wasteful. Every year, billions of taxpayer dollars are lost to abandoned projects, bloated contracts, and inefficiencies that don’t make us any safer. It’s time to rethink how we allocate those resources.

 

Starting with the Status Quo

 

After full implementation of the Equity Equation Project (EEP), the projected annual government revenue will exceed $4 trillion. Under this framework, 20%—approximately $800 billion—will be allocated to military spending, aligning with current expenditure levels. This ensures no initial reduction in funding while laying the groundwork for smarter spending.

 

Leveraging the National Emergency Fund

 

In times of war or other declared emergencies, the burden of funding extraordinary military operations will shift to the National Emergency Fund (NEF). This fund is designed to absorb the financial shocks of large-scale crises, ensuring that the baseline military budget remains stable and focused on long-term priorities. By separating emergency funding from annual allocations, we prevent overspending during times of crisis while ensuring immediate needs are fully met.

 

Building a Reserve for Long-Term Stability

 

The policy introduces a Military Reserve Fund, allowing the Department of Defense to save unspent funds each year. This eliminates the “use it or lose it” mentality that encourages wasteful spending. Departments can allocate surplus funds into the reserve for future projects, strategic initiatives, or unforeseen needs. This approach ensures financial flexibility while maintaining transparency and accountability.

 

Incentivizing Efficiency and Accountability

 

Every dollar allocated to the military should serve a purpose—defending the nation and advancing strategic goals. With the reserve fund in place, any surplus exceeding 10% of the annual budget will require a detailed report to Congress outlining its intended use. This creates a balance between fiscal responsibility and operational preparedness.

 

Phased Reduction and Strategic Prioritization

 

To encourage efficiency, the military budget will gradually decrease to 15% of total revenue over a five-year period following full EEP implementation. This phased approach provides ample time to streamline operations, eliminate waste, and focus resources on high-priority needs.

 

Tying National Defense to National Prosperity

 

By linking military spending to the nation’s economic success, this policy incentivizes broader prosperity. As the American economy thrives, so does the defense budget, ensuring that national security is always prioritized without burdening future generations with debt.
